Require address for (or reject) donation to campaign committee

I'm the treasurer for a political campaign (to elect someone to a local position). Massachusetts state law requires me to report the name and address of all donors over $50; however, the donate button only offers a check box to "Share your mailing address with Committee to Elect X so they can acknowledge your donation."
I would like to change that to "Share your mailing address with Committee to Elect X so they can acknowledge your donation and comply with state campaign finance law."
And, I would like the option to prevent donations from anyone who is not willing to share this information.
Why does PayPal make it so hard to comply with state law??
