Recurring payment: unable to re-activate account error?

I am trying to re-activate user accounts which were suspended because a recurring payment failed due to an expired funding source and am getting this error. Any suggestions?

PayPal by default reattempts the failed payment a couple of times, then cancels the subscription or recurring payment if it continues to fail.   So it's possible you won't be able to re-activate the user account.
