Reactivate member

I set - up a business account. Members wanted to have their dues collected every 2 weeks on payday. The problem is if they don't sign up on payday it collects every 2 weeks from the day they signed up. I deactivated the accounts of who were not in sync with payday. If I reactivate the account it sets it back to the 2-week cycle from when they first signed up. 

 

Question: Can the member do something to reactivate their account to start on payday if they do it on payday or do they have to create a new account on payday?
