QR code & Permanent 1.99% Paypal Here Rate: Bait & Switch, Scam, or Incompetence?

Anytime that we have received a special offer for our business from Paypal, they have never followed through.
The most recent example is the QR codes. Paypal has recently sent out emails targeting businesses with a "way to help during this time" and 0% fees through Sept 30th if you display and customers pay using a QR code. After following all the instructions exactly, our first transaction was charged ~2.9%. Upon contacting Paypal, the first two people had no idea about the special rate. The third person reversed the 2.9% fee but said the fee was a "known issue" for the QR codes and we would have to contact Paypal EVERY TIME we ran a QR transaction until a time that they MAY get back to us.
The previous (but still outstanding) issue was a targeted email I received in 1Q2019 for a permanent 1.99% Paypay Here rate. Again jumped through all the hoops and received the email confirmation (see below). Since receiving that confirmation email, I have spent dozens of hours trying to get them to honor the rate with no luck. No explanation given.
Paypal customers and potential customers be warned that the "offers" have been too good to be true and Paypal has not followed-through for our business.

And by the way, we were still charged a 2.9% fee even though it is supposed to be 0%
