Paypal Here will not accept my customer's health savings visa card

Why will my PayPal Here not accept my customers' "health savings account" visa cards. These have a magnetic strip. My reader accepts other magnetic strip cards. It says "Declined".

Go to your business account setting and make sure it is set up as medical and health professionals. I changed my account settings and was able to process a HSA card. See if that works for you.
