When you pay a seller its never instant > paypal credit the seller for you and then paypal take the wait for the funds to transfer.
The funds may leave your bank or card account within a few hours but that does not mean paypal have them as with bank funding they use the slowest (because its the cheapest) transfer option, thats why they credit the seller in advance. Its also why we get confused buyers saying their item is on the way but the funds have not left their bank account yet.
HOWEVER if you are waiting weeks 'as a seller' then it sounds as if you are subject to the 'new seller hold' that does not last long and all new sellers go through it.
