Payment using credit / debit card : The system doesn't seem to work at the moment

Hi, we are using Paypal Payment Standart on our website. But suddenly in this past 3 days. All the customers who paid using Debit / Credit card without sign in are having error like "Sorry, the system doesn't seem to work at the moment. Please try again later."

Is anyone ever encountered this problem? My account is currently using a personal account and not a business account. Is there any receive limitation for Debit / credit card payment on personal account?

* I have tried to use my own debit card which is located in Indonesia to pay my own account using other account. But its working fine.
