Payment pending in Shopify

Hello

I've recently launched my online store and my very first order paid through PayPal was done on Sep30th.  After almost 1 month I have the same error message: 

Payment is pending

PayPal Express Checkout is still processing this order's payment. To make sure you get paid, wait for the payment to be successful before fulfilling this order.
The money was taken from the cust's account and I have a screenshot.  I shipped out the product thinking it would be fixed soon... and after useless chats with the support team, nothing has been fixed.

Yeees! it was fixed.

Paypal answer was more than useless.

After 30 days the client received the money back. The cust needs to check the Paypal account and the pending transactionID Should be there.

So does the client have to go into their PayPal account and approve the pending transaction?
