Payment options not showing up for online purchase

I am trying to purchase a game online(EFT) through the developers website which is based in Russia. I cannot use my credit card through their website because of fraud prevention so I thought I would use PayPal. However, when I get to the PayPal screen to select a payment method, there is none. I have a card and bank account both linked. So, I put in the card info when prompted and a message comes up that says, "Sorry, something went wrong. Please try again." It has done that several times now. Please help!

I take this as a sign to not buy. You don't know how these folks integrate the site with PayPal checkout correctly or not. Best to keep it moving.
