PayPal will not release the funds I wish to pay to my supplier

PayPal will not release the funds I wish to pay to my supplier who has a paypal account and made a payment request to me by email.

I am so frustrated the supply to me has been accepted now I must pay, and cannot.

I was wondering if it was because my supplier is a Chinese company and the transaction is £362.67 which they converted to UDDollars
