PayPal buttons fail to track inventory and allow multiple people to buy same items

I have have a reoccurring issue with the PayPal buttons tracking the inventory. I only sell one-off, one of a kind items and always select the Step 2 section as shown in this image.
The problem is........PayPal is allowing multiple customers to buy this item.......what am I missing? Why won't PayPal update the quantity? I can come back to this Paypal button hours later and the QTY in stock still reads "1" despite multiple people making a payment.
This has happened to me 3 or 4 times now and it is frustrating, and difficult to explain to an avid fan of my products that PayPal had a glitch.
