Should I use a personal or business PayPal account to add PayPal pay now button to Facebook?

Either account type will do but the business account gives you access to more selling settings like the tax and shipping calculator modules:

Create PayPal Payment Buttons - PayPal

PayPal Payments Standard - Payment buttons - PayPal Developer

You can open a separate business account, don't have to necessarily upgrade your personal account to business.
