PayPal Here secondary users can change their own permissions

Secondary accounts can change their own permissions by going through the PayPal Here settings on the desktop site. Follow the steps below to re-create:
- As the main user, go to Settings-->Account Access-->Manage Users and click the username of the secondary user
- Verify that the secondary user only has one permission, "Request money and send invoices"
- Log out of the main user, go to paypal.com on a desktop, and log in as the secondary user. Verify that the PayPal balance and Recent activity cannot be viewed due to a lack of permissions
- Click "Tools"-->"PayPal Here"
- Click "User Management"
- Verify that the secondary user only has one permission, "Take payments". Click the username of the secondary user.
- Check all of the boxes for the permissions
- Click save
- Verify the secondary account now has multiple permissions
- Click "Summary". Verify that the secondary user can now view the PayPal balance and recent activity.
