PayPal Here payments not going through but showing on customer's phone

When it works, it's great, but every so often the card transactions stop going through.

The problem is, when this happens the customer is showing us the transaction being taken from their Bank Account on their mobile phone, in real time.

It  doesn't show up on PayPal at all but the customer's bank thinks the money has gone out!

We have a PayPal Here card reader integrated with AirPOS on Android tablet
