PayPal Here Item Import .CSV File not working

I have been trying to import a PayPal Here Item .CSV File, but it keeps on saying "Wrong format. Please select a CSV file"

 

Even when I use the sample .CSV file from PayPal themselves, I get the same message, even though I haven't changed their template file at all.

 

This is VERY frustrating as I need this functionality to work as I have more then 140 items to upload.

Same problem too. Again even using their own downloaded template and not changing anything, it claims it to be an invalid file.
