PayPal Express Require Phone Number not working

I have a paypal button setup as documented here

and in my sandbox account I have updated Website Payment Preferences so Contact Telephone is required, but after logging in to make a payment there is no prompt to add a phone number.

I'm using server side rest (nodejs) to create the payment but can't see anything in the docs that's suggest any way of requiring the customer phone number.

Am I missing something?
