How am I able to get the payment method PayPal Balance

On our site when the customer used this payment method it asked permission for automatic payments with they dont want to sign agree with it. I am trying to acquire this payment method (paypal balance) so i can try different payment method of paypal (Express vs braintree vs Pro etc...)
