Why do I get the error message: "Based on the information you've provided, it looks like you’re not currently eligible for PayPal Here."

Because they have declined your request to use paypal here.
Only customer services can tell you the reason for the decline.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
