Money on hold

I have 2 paypal accounts. one business and one personal. Due to the pandemic, i needed to refund my customers and i need to have enough cash in my business account for that. I sent a request to my personal account on the amount that is needed to be paid. I then made the payment to my business account. That amount was put on hold it says i need to update a tracking number or a shipping status which in this case, this isnt relevant. I tried contact the paypal messaging center and no one replies. 

Your help would be highly appreciated
