How can money transfer be completed to a bank account outside of the US?

Have to send a payment to the recipient's PayPal account and they can request a transfer. Note that some countries have specific rules on withdrawals. Some can't transfer at all, some can transfer to local bank accounts, some can only withdrawal to US bank accounts, some can withdrawal to credit or debit cards. Some countries can transfer to a combination of those methods.
