Money Dispute & Faulty Charges

I received 2 Payments for providing Service, but PayPal was not releasing my money and asking for Logistics Docket No. confirmation

For service how can we provide Docket No.? then PayPal returned this money to Buyer for the money which never came to our Bank Account

But PayPal has debited 35 US$ from our account Why?

Only Bots are available as Customer Support for India

Kindly reverse our debit on this money which PayPal returned to Client
