I am in the US and I am having the same issue. The website takes me in circles. I want to get to the page where I can apply, and I keep ending up at a "help" page that doesn't actually help, because the link isn't t there. In the past, I had the experience of calling and being on hold forever and then not being understood, so I would like to avoid calling in. I tried email, and I am waiting on a reply, but last time I did that I got an automated response that answered another question, not the one I actually asked (and it was just a link to the website rather than a person responding to me).
