Making lots of refunds

Our business is making a lot of refunds on subscription payments lately as part of a marketing/customer care campaign. The refunds are being made voluntarily without any request of dispute.
How does PayPal view it when lots of refunds are being made? Does Paypal have some algorithm that identifies an account making lots of refunds and then somehow penalise that account? (Not sure what penalty might be inflicted...). Or does PayPal not worry about the number of refunds as long as everyone's happy??
Anyone with knowledge or experience?

I'm thinking the system looks a every type of transaction and probably has some type of prioritization list. Obviously PayPal does not share that type of system info, so it's only a theory.
