Just set up a Business account, can't link it to shopify

So I set up a new business account about a week ago. On the dashboard/home screen it was showing to complete the setup, I followed all the steps and submitted the required documents. After few days of submitting I get an email that my account is verified...
So here's my problem-
When I login I see this (Pic 1)-
When I click on "Go to Setup", it shows this (Pic 2)-
Which clearly shows that I have complete my setup and I can receive payments. I tried receiving payments and its indeed working. BUT when I try linking it to my shopify store using the activate button on shopify I am taken to this screen-
And on clicking the "Complete your setup" I am just taken to the "Summary"/Home of my paypal and it's the same thing as I said above.
So Does anyone know what to do? Shopify says contact paypal, I tried emailing/contacting paypal but I always get an automated reply.
Anyone here knows what might be causing this problem?
