International Shipping is keeping customers from using paypal

My customer is trying to make a payment on my site with paypal. The paypal window opens so customer can login, but they are given the message "Sorry, but the merchant only ships within the United States."  I am not using paypal for shipping. I just need to process the payment. How do I fix this?
