I’ve bought a PayPal here card reader and have signed up for a Here account and was given an automated response saying I would be asked for more information. I haven’t been and so cannot use my card reader. I’ve contacted PayPal twice through the online help but have only got the automated response and also sent a complaint but have got no reply.
