If i'm outside US, is accepting payments from outside US considered international transaction?

Setting up a little online store and I wanted to upgrade my paypal account to a business account so i can integrate paypal API with my website (i developed)
I'm concerned about the fees ... specially the 4%+ fees for international transactions + conversion fees etc.. Hoping someone would provide some clarity to the following:
1. If i'm from the Philippines, my bank account and all are of the same country, and I accept payments from Philippine credit cards, is that considered "international" transactions? I mean that's domestic right?
2. And if i happen o accept payments from orders outside the PH in different currency, does that mean i have to pay additional % on top of the usually for the conversion? I'm trying to figure out how much % total im getting charged under this scenario.
