I am a vendor - buyer returned goods damaged. Paypal issued them refund anyway.

A buyer ordered automobile replacement windows.
We shipped them the exact items they ordered.
They received them and said they did not fit.
They wanted to return them.
I had a no return policy and PayPal informed me that I did not have to accept the return.
I instructed the buyer to send the items back to me at their expense.
This they did.
When I received the items - they were irreparably damaged by the buyer forcing them.
The rails attached to the glass to guide the window while moving up and drown where twisted and bent.
I opened the return case and pressed the button to deny the return and filled in the form stating the items where damaged.
Paypal then issued a refund to the buyer.
I have been unable to call PayPal and the resolution center will not allow any action on the refund.
I have e-mailed Paypal and they direct me to the resolution center which is in-effective.
How do I appeal this?
