How to send money from paypal account to paypal account from PHP?

My project's situation is like :

1.Users can send request to admin about their claim prize money on daily basis.

2.Admin will find the request from users  and send money through paypal individually or can approve the mass payment of all users..

How Can I integrate this situation both api part and from admin  part?? please help me...
