How to issue a refund when “issue refund” is no longer visible on the transaction records?

We need to issue a few refunds to our customer who could not attend our event, but the payment history does not show “issue refund” button.
How do we go about refunding the payments?
Do we manually send the money to each payee and we loose the original fees we pained to Paypal?

You have up to 180 days to issue a refund.
The 'issue refund' button is only next to the transaction for a short while BUT if you click on that transaction then the refund option should be at the bottom of that 'details' page.
Advice is voluntary.
