How to get best rate when invoicing?

So, right now, I'm being charged 5% when I invoice someone.
I signed up for "paypal here"... if I invoice as usual, through paypal.com (desktop), will I now get the 2.9% rate? Or is that only if I invoice using the app? Or...?

Can you provide further details? I signed up for it through Paypal, but you're saying Paypal Here isn't Paypal?
