Has anyone else lost the working capital page?

The link has disappeared from my homepage and isn’t in ‘tools’ either... anyone else had this? Thanks

I can access the PPWC page via the main page, but it's no longer in my PayPal account page. 

Today I was trying to apply for another working loan and it wouldn't go through, and I can't view my sales history in my reports.
