Error: We aren't able to process your payment go back to the merchant

I'm facing this issue from some days I have verified business account Initially I thought that this might be the case with my account. But I contacted paypal customer care 4 times. First, they told me that you're account does not have a client agreement enabled again I contacted them after getting enable this agreement but the same issue is still there with the payment gateway. I tried so hard to solve this. I went through many articles but could not find help. then again contacted them then they redirected me to paypa.com/mts where I also put issue but not getting a response. totally frustrated. Paypal should have active technical support team as personal account customer care. If Someone finds an answer, please give your feedback.
