Error 26 message

I am having trouble with my paypal card transactions which are being refused with an "error 26" message.

I use romancart as my shopping cart.

I have not changed any settings and have tried this with a known-to-be-working card and get the same message.

Can anyone tell me what is going wrong and how to fix it?
