Enhanced Recurring Payments still hides option to pay without a PayPal account

I'm paying for Enhanced Recurring Payments so the customers using my Subscribe buttons can pay using a credit or debit card without a PayPal account. However, when customers click on one of my Subscribe buttons, there is now no obvious option for them to pay without a PayPal account. After experimenting, I eventually figured out that they can do it by clicking on "Create an Account", which then takes them to a Guest Checkout page with an option to create an account. But there are no instructions for them on the first page that would tell them they have this option.

 

This is completely unacceptable. I am paying for this service, and PayPal is making it absurdly difficult to use for no other reason than to trick my customers into creating PayPal accounts. I have probably lost many customers this way. Do I have any recourse? Is there any place I can go to complain about this?
