Donate Button Error Message

I am having issues creating a Donate Button.  We are a charity and we regularly use the Paypal Donate buttons very successfully for many of our donors.  However today no matter what I do I get this message:

Please edit your information

It looks like one or more of the fields you filled in contains information that is formatted incorrectly or includes language that isn't acceptable.

Please review your information and make changes where indicated.

The button is not saving.  

I try duplicating a button and I get the same error

I try keeping the details basic - same error
