Does anyone know what declined code DLGJ0725 means on paypal working capital application in the UK ?

After having several Paypal Working Capital loans since they first started in the UK and paying them off in a timely fashion I have now been declined several times - I paid off my last loan on Thursday so it's more than 3 days ago.

The declined code is : DLGJ0725

No other reason is given, just that it is not available to my business at this time.  My sales are increasing at a steady rate all the time so this seems very strange?
