Do Ko-fi donations count as good and services?

I'm a digital artist, and digital art counts as a good or service and requires shipping procedures despite not being something physical and able to ship. So because of pp's new policies on business accounts and locking them down if we don't ship items within 21 days of transaction,I was looking to see if Ko-fi (while still owned by paypal) could be an alternative to writing up invoices. I'm unsure though if ko-fi donations also count as something that would have to be shipped in Paypal's books. I've looked through their policies and the most they say is that donations are processed through Paypal, which gives no new information really.
Also while searching through this forum, it seems sometimes Ko-fi won't process payments for inexplicable reasons, and I don't know if it's worth it in the first place.
