Yes, you can make a website and integrate PayPal checkout or use their standard PayPal shopping cart or PayPal buttons/email url, send a PayPal invoice or money request via Send and Request. You can also use Virtual Terminal, which you'll need to open a business account to use. All accounts should have 'PayPal accounts optional' enabled but when you test your integration/buttons/invoice/money request, etc and there is not credit/debit card option available on the PayPal log in page, contact customer service to enable it for you since you're using a personal account. Business accounts have extended selling settings available to do this as opposed to personal accounts.

In case you need to contact customer service for assistance:

Click HELP at the top menu, scroll down to click CONTACT US, and then scroll down to click CALL US.

 

Call early, during business hours, west coast time to try to get a US rep. Say "Live Agent" to the automated recording.
