Customer charged tax on out of state shipment

This is the first time I've seen this. Customer made purchase in my state but shipping gift to another. Was charged sales tax when they should not have been. Is this new?

This depends on how you have your payments integrated and what you're using to calculate the tax on the order.
Are you working with basic PayPal buttons and tax rules as configured in your PayPal profile?
