Creating payment page (not on website)

Hello! I want to send a new client a payment link for their monthly payment plan with me, exactly like this:

https://www.paypal.com/webapps/billing/plans/subscribe?plan_id=P-232130597H7759908L247A6Y 

Where do I find the page within PayPal to create this? I do not want it to be on my website, I just want to send them a PayPal link like that one.
