Cannot make a purchase

Trying to make a purchase and every time I try it says

Sorry, we can’t complete your purchase at this time

Please return to the merchant and choose another way to pay.

Problem is I do not have any other funding resources and its an urgent payment,

I need someone to tell me what to do..
