Cannot deposit money in my bank/credi card account and incorrect charge on my visa account

Hello,

I tried several times to transfer the money from my PayPal account to my bank account or my credit card with no success and I’ve been charged $2.72 on my credit card statement.

Can you please help me to resolve the issue.
