Can users reactivate a billing subscription after cancelling through PayPal web interface?

I noticed there is a webhook event for BILLING.SUBSCRIPTION.RE-ACTIVATED. I'm curious if it's possible for customers to reactivate a billing subscription after cancelling through the PayPal web interface? I understand that there is a REST API call to do this, but if we don't expose this functionality to our users are they able to do it on their own?
Our system listens for BILLING.SUBSCRIPTION.CANCELLED events and cancels their service when it's received. I'm hoping that once a user cancels, there is no way for them to reactivate without starting a new subscription. However I'm afraid if there is some way for them to reactivate using PayPal's web interface then they will end up making payments while not being granted access to our service.
