Can't add new button

Logged in - trying to edit my payment buttons - it says go to Tools - select Add Button - but on my Tools drop down menu there is nothing about buttons. getting really fed up with this !

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
