Can't accept donations from Japan?

We are registered as a Charity with PayPal but when people in Japan try to donate they get the error "Donations to this recipient aren't supported in this Country".

Is this something we have misconfigured on our end or does PayPal not accept from Japan? I can't find much on this except for one post from 2013 with no resolution.

We have similar issue with Ecuador and Malaysia.  Here are the exact words from one of our customers:

"...First, it was called Paypal payment. I have paid $240.
Then a window says that this payment is not supported in this country.
Next I saw the window that says your payment is made..."

The worst thing is then PayPal made the callback to our website and we gave the product to the customer!   No money received!
