Can Sri Lankan eBay sellers use PayFlow Link gateway on ebay store?

Hi,

I am planning to start an eBay store. I would like to setup a gateway to accept credit, debit cards & PayPal payments directly to my local bank account from eBay. Hence I hope to use PayFlow Link as the gateway and a Sri Lankan merchant account provided by a local company called PayHere (https://www.payhere.lk/). Is this possible?

My second question is that,

I know that PayPal only allow payments to be sent/paid to other parties from Sri Lankan PayPal accounts & cannot withdraw funds to Sri Lankan bank accounts. Does this mean that Sri Lankan PayPal accounts cannot be used to receive money from eBay buyers?

My third question is that,

If PayPal Sri Lankan accounts can be used to receive money from eBay buyers, how do I withdraw the funds to my local bank account? What are the methods of doing that if there is any?
