All credit cards are being declined. How do we fix this on the merchant side?

This is our first time using PayPal for merchant services. We just have a business account set up for micro payments and that’s it. I’m not sure what else I need to do. The account will not except credit cards. No problem using PayPal, but using a credit card every card is declined. What are some of the reasons this might happen? Is there something I have to configure on the back end to except credit cards? More than just having an account? I’m very confused as to why this doesn’t work with credit cards. Everything works fine in the sandbox.
