After the buyer has a item "delivered" can they later claim they did not get it and pull the money back from paypal before it is transferred to a bank? Getting a refund based on not getting the item, they claim it was stolen, whatever. I specified "no returns".
Anytime a dispute is opened, funds are pulled pending outcome of the dispute. If you withdrew the funds already, the PayPal balance will go in to negative so you will have to add cash back into your PayPal account.
You need proof of delivery in the form of a tracking number to get coverage for Item Not Received.
