money on hold

it says my money is on hold and to give shipping no but we didnt send the money with a tracking number how am i ment to get my money

You funds are on hold because you need to ship goods or provide services. When you ship the goods, you get a tracking number. Provide the tracking number. If you provided a service, click "Add Tracking" and select appropriate status from the order status menu. Then the sender has to confirm in the PayPal transaction details before funds are released.
